Arkham Origins Incident
Before Arkham City Incident
When planning his revenge on Batman, the Riddler took advantage of the Broker to secure the buildings that would later house his challenges. He visited Riddler in person, using the alias E.S. Crowy, an old cub scout friend of Nygma's; he went through with the deal, explaining that most of his clients don't make him jump through hoops (referring to the riddle e-mailed to him in order to earn the right to sell to Nygma). He showed Nygma the information for the buildings, which the egomaniac immediately memorized, concluding their deal.
Arkham City Incident
The Broker's cards can be seen in Zsasz's hideout, and in Scarecrow's boat you can find a note saying that "Mr. Fine will give all that you require". After solving the final Riddler room, Oracle tells Batman that the Riddler rooms were all owned by Mr. Fine and discovers he access some sort of property broker, somehow Oracle mentions the Broker.
