Sherman Fine, aka The Broker, has carved out a lucrative business in Gotham City by being the go-to guy to purchase real estate. Mainly hired by the criminal underclass, Sherman will find and arrange all the necessary paperwork to ensure that the deal will go untraced while providing exactly what the client needs.

In the past, he has purchased rooms on behalf of the Great White Shark, Mister ZsaszThe Falcone Family and the Joker.

When planning his revenge on Batman, the Riddler took advantage of the Broker to secure the buildings that would later house his challenges. The Broker visited Riddler in person, using the alias E.S. Crowe, an old cub scout friend of Nygma's. He went through with the deal, explaining that most of his clients don't make him jump through hoops referring to the riddle e-mailed to him by Nygma. He showed Nygma the information for the buildings, which the egomaniac immediately memorized, concluding their deal. Records would indicate that the Broker sold the property for the location of Riddler's hideout approximately three months before Arkham City's opening.

Arkham City Incident[]

The Broker's cards can be seen in Zsasz's hideout. In Scarecrow's boat, there is a note saying that "Mr. Fine will give all that you require". After solving the final Riddler room, Oracle tells Batman that the Riddler rooms were all owned by Mr. Fine who was acting as a sort of property broker for the Riddler. According to Oracle, they were owned by Mr. Fine even before Arkham City was built.

  • Riddler rented empty buildings all over Arkham City, were he would later held his hostages for Batman to rescue. The last building he hired, located inside the Bowery, served as his hideout.
